The term that refers to rules dictating how land can be used is zoning codes. Zoning codes are a set of regulations that outline the permissible uses of land and structures within designated areas, including residential, commercial, industrial, and agricultural zones. These codes are essential for managing land development and ensuring that the use of land aligns with the community's goals, safety standards, and overall land use planning.

Zoning codes enforce specific restrictions, such as building height, density, and setbacks, which help to maintain the character of neighborhoods and prevent incompatible land uses from emerging side by side. This organization is critical for urban planning as it directly impacts community development, infrastructure, and environmental sustainability.

Other terms listed, while related to land use, refer to different aspects. Land use policies are broader guidelines that help in decision-making regarding land use but do not specifically regulate it as zoning codes do. Building regulations pertain to the standards and codes governing the construction of buildings, focusing on safety and structural integrity rather than land use. Comprehensive plans serve as overarching strategic plans that outline a community's vision for development, including land use, but they do not impose the specific regulations that zoning codes enforce.
